Oh, the best coder I've seen? I can't think of one particular person who stands out of the crowd of really impressive programming Scratchers, but here are a few people that I'm aware of; time for some naming and praising:
DCPU-16 - Created a Gameboy/Gameboy Color emulator and a textured 3D model renderer within Scratch, among other impressive things
Finlay_Cool - He made a 3D Minecraft in Scratch and the Pokemon intro using only pen
DadofMrLog/TheLogFather - Created a lot of 3D stuff, particularly during the early Scratch 2 era. I was really interested in his Scratch speed tests for scripts years ago, and I'd like to think it helped me out with making projects better (most of those tests don't work properly in Scratch 3 due to differences in how they work)

Some of the non alphanumeric symbols tend to cause Scratch to do some odd behavior due to how search handles characters - try testing with %, & or * instead and you should get a similar result.

If you're talking about it not appearing in Search, I advise waiting until several hours after you've published the project, at which point the project should hopefully appear within search.

Usernames changes would be done on a case by case basis due to how rarely it's required (and Scratch's database doesn't have any good system for username changes), so an ST member may just ask you what username you want as a comment on your profile after reading about your situation on this topic.

If there is a safety issue, it's good practice to send emails to authorities of a website.

The browser should be able to run it since I'm pretty sure Android Lollipop (the latest version you can upgrade the Moto G1 to) is still supported with Chrome, though I can't imagine it'd work well seeing as you're running it on a 2013 smartphone

Have you actually tried asking him about it? I think also informing him about the potential risks of sharing that kind of information, particularly as a child could have on you and to others on the future.

Allowing html code to be run on both forums and comments would allow a vulnerability called XSS, and it could be maliciously used.
I remember once in 2015 the ST accidentally made it so you could post HTML into comments and it would execute it. That was a big oops from the dev team lol

Not archived. You sure it wasn't a different name, assuming the company ever had a Scratch account? The whole -[username]- thing seems like a trope in Scratch usernames that people outside of the community wouldn't be familiar with.

That's an issue with the data I'm sourcing it from. Pretty sure that was because some endpoints were being added and something broke - I'll have to investigate it

It's not about that, it's about microsoft's overall attitude to the game. They are trying to squeeze as much money out of everyone's pockets as possible, and keeping rolling out massive updates to grab peoples attention, rather than doing important things such as making sure there are little or no bugs that effect average day-to-day gameplay, such as glitchy menus, sign in errors, etc.
It's a classic games as a service situation, which sucks but is definitely a trend I've seen going on over the last 10 years.
Also, how exactly are Bedrock's menus glitchy? I know that they're inconsistent with the style of Minecraft which annoys me but I haven't heard much about it functionally being broken.
Chrome 45 is a version of Chrome that's about 5 years old, so it may lack some feature that Scratch 3 requires to work properly.
Although you may not even reach that point since I can't imagine most devices that ran Ice Cream Sandwich (it came out in October 2011!) would be powerful enough to run Scratch 3, which can be intensive on lower end devices made much more recently.
