In fp (first person) mode, how do I make the background move when you press the right and left arrow keys?

If you want to make a scrolling background, you'll have to make the background as a sprite rather than a backdrop, as backdrops don't have any motion blocks.

Get at least 3 sprites(or more) or make clones that will invert the arrow keys(r = left and l = right) Then they grow or shrink in size when you go up or down.

But can I do that without taking each costume and copy+pasting it into the sprite?

I don't think you can. You can animate the backdrop but you can't move it. You could make a sprite for that and do
when green flag clicked

You can't move a backdrop move, you either need a sprite that acts as a backdrop, or don't have a backdrop at all. You can get motion blocks into the backdrop though, but it won't do anything.
