From what I know, content published from Scratch can be freely shared anywhere as long as appropriate credit is given and it's for non-commercial purposes, so I know that the “Only use my art with credit” part is fine, though I can't say the same for “Only on Scratch, not in any other site”

No, you can use it with credit, anywhere, but not under a license that isn't the same licence scratch uses allowing people to freely use your work, the CC-BY-SA

Actually, you can use it for commercial purposes as their is a variation of CC BY-SA titled CC BY-NC-SA

No, the CC-BY-SA license grants people permission to use your art anywhere, even for commercial purposes, as long as they credit and, if they transform upon your art, license their work under CC-BY-SA too.
