Can confirm as an Aussie that we infact do use that word a lot, like the brits, in that way. Bloody, in Australia, means dang, which is allowed.
Hell, as long as you aren't using it against anybody, is also allowed.
So, I'm guessing the Australian context is this one, so I'm pretty sure bloody hell is allowed.
Actual blood (more than a papercut) on scratch, however, is NOT allowed.
